Australia’s National AI Plan is soon to be released, and its direction is clear.
Rather than imposing heavy compliance requirements, the government is taking a guidance-first approach that prioritises transparency, trust, and practical adoption.
The goal is twofold. Support productivity and economic growth, while giving the public confidence that AI is being used responsibly. Instead of strict disclosure laws, businesses are being encouraged to clearly label AI-generated images and videos, apply watermarking where possible, and record metadata to help people understand what is real, what is synthetic, and where content originated.
It is not a rulebook. It is a framework for responsible use. And that distinction matters.

Australia has deliberately avoided mirroring Europe’s stricter regulatory model. Instead, the government is opting for flexibility that can adapt across industries and use cases.
A new AI Safety Institute will sit within the Department of Industry, Science and Resources. Its role is to guide best practice, support responsible adoption, and provide advice as AI capabilities continue to evolve.
At its core, the plan is built around three pillars.
Together, these pillars are designed to accelerate safe AI adoption across the public service and broader economy, without slowing innovation.

Some unions and industry groups have argued for mandatory labelling of all AI-generated content, with permanent watermarks to protect jobs, intellectual property, and public trust.
The government has taken a different view. Experts have cautioned that blanket rules are unlikely to work across every industry. AI used in healthcare decision-making carries very different risks to AI assisting with marketing content or image generation.
There is also a technical reality. Reliable watermarking for AI-generated text remains unresolved, even among major AI vendors. Regulation that cannot yet be enforced consistently risks creating confusion rather than clarity.

While regulation may be light-touch, responsibility is not optional.
Transparency is expected.
Clear disclosure of AI-assisted content is strongly encouraged, even where not legally required.
Trust is now a brand asset.
Customers and partners value honesty. Visible indicators, labels, or metadata can strengthen credibility.
Future standards are coming.
Global regulation is tightening. Businesses that build good habits now will adapt faster later.
Industry nuance matters.
AI risk varies by sector. Review where AI is used, what outputs need transparency, and who needs to be informed.
Tools are still evolving.
Perfect technical solutions do not yet exist. Human-reviewed processes and visible cues remain essential.
